From July 1, 2026, two additional visa types will be introduced for foreign nationals entering Vietnam.

Addition of Two New Visa Categories for Foreign Nationals

Specifically, Clause 2 Article 2 of the Law Amending and Supplementing a Number of Articles of 10 Laws Related to Security and Order 2025 adds Clause 22 and Clause 23 after Clause 21 Article 8 of the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam 2019, as follows:

• First, the visa bearing the symbol UĐ1 shall be issued to foreign nationals who are high-quality human resources in the digital technology industry, and to other cases entitled to incentives in accordance with the provisions of laws, resolutions of the National Assembly, and resolutions of the Standing Committee of the National Assembly.

• Second, the visa bearing the symbol UĐ2 shall be issued to foreign nationals who are the spouse or children under 18 years of age of foreigners granted a UĐ1 visa.

Both of the above-mentioned visa types shall have a maximum validity of up to five (05) years.

Types of Visas for Foreign Nationals Entering Vietnam from July 1, 2026

Pursuant to Article 8 of the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam 2014, as supplemented by Points a, b, c, d, đ, e, g, h, i Clause 3 Article 1 of the Amended Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam 2019, and Clause 2 Article 2 of the Law Amending and Supplementing a Number of Articles of 10 Laws Related to Security and Order 2025, from July 1, 2026, visa types for foreign nationals entering Vietnam shall include:

• NG1 – Issued to members of delegations invited by the General Secretary of the Central Committee of the Communist Party of Vietnam, the President of the State, the Chairperson of the National Assembly, or the Prime Minister.

• NG2 – Issued to members of delegations invited by the Standing Secretariat of the Central Committee of the Communist Party of Vietnam, the Vice President, Vice Chairperson of the National Assembly, Deputy Prime Minister, President of the Central Committee of the Vietnam Fatherland Front, the Chief Justice of the Supreme People’s Court, the Procurator General of the Supreme People’s Procuracy, the State Auditor General; and members of delegations invited at the same level by Ministers and equivalent officials, Provincial Party Secretaries, Municipal Party Secretaries, Chairpersons of People’s Councils, and Chairpersons of People’s Committees of centrally governed provinces and cities.

• NG3 – Issued to members of diplomatic missions, consular offices, representative offices of international organizations under the United Nations, intergovernmental organizations, and their spouses, children under 18 years of age, and accompanying domestic helpers during their term of office.

• NG4 – Issued to persons entering Vietnam to work with diplomatic missions, consular offices, representative offices of international organizations under the United Nations, intergovernmental organizations, and their spouses and children under 18 years of age accompanying them; and persons visiting members of such missions or organizations.

• LV1 – Issued to persons entering Vietnam to work with agencies and units under the Central Committee of the Communist Party of Vietnam; the National Assembly, the Government, the Central Committee of the Vietnam Fatherland Front, the Supreme People’s Court, the Supreme People’s Procuracy, the State Audit Office, ministries, ministerial-level agencies, government-affiliated agencies; and Party Committees, People’s Councils, and People’s Committees of centrally governed provinces and cities.

• LV2 – Issued to persons entering Vietnam to work with socio-political organizations, social organizations, and the Vietnam Chamber of Commerce and Industry.

• LS – Issued to foreign lawyers practicing law in Vietnam.

• ĐT1 – Issued to foreign investors in Vietnam and representatives of foreign organizations investing in Vietnam with contributed capital of VND 100 billion or more, or investing in sectors or locations eligible for investment incentives as decided by the Government.

• ĐT2 – Issued to foreign investors in Vietnam and representatives of foreign organizations investing in Vietnam with contributed capital of from VND 50 billion to under VND 100 billion, or investing in sectors encouraged for development investment as decided by the Government.

• ĐT3 – Issued to foreign investors in Vietnam and representatives of foreign organizations investing in Vietnam with contributed capital of from VND 3 billion to under VND 50 billion.

• ĐT4 – Issued to foreign investors in Vietnam and representatives of foreign organizations investing in Vietnam with contributed capital of under VND 3 billion.

• DN1 – Issued to foreign nationals working with enterprises or other organizations having legal entity status in accordance with Vietnamese law.

• DN2 – Issued to foreign nationals entering Vietnam to offer services, establish commercial presence, or carry out other activities in accordance with international treaties to which Vietnam is a contracting party.

• NN1 – Issued to foreign nationals who are heads of representative offices or projects of international organizations or foreign non-governmental organizations in Vietnam.

• NN2 – Issued to foreign nationals who are heads of representative offices or branches of foreign traders, or representative offices of foreign economic, cultural, or professional organizations in Vietnam.

• NN3 – Issued to foreign nationals entering Vietnam to work with foreign non-governmental organizations, representative offices or branches of foreign traders, and representative offices of foreign economic, cultural, or professional organizations in Vietnam.

• DH – Issued to foreign nationals entering Vietnam for internships or study purposes.

• HN – Issued to foreign nationals entering Vietnam to attend conferences or seminars.

• PV1 – Issued to foreign journalists permanently residing in Vietnam.

• PV2 – Issued to foreign journalists entering Vietnam for short-term professional activities.

• LĐ1 – Issued to foreign nationals working in Vietnam who are certified as not subject to a work permit requirement, except where otherwise provided by international treaties to which Vietnam is a contracting party.

• LĐ2 – Issued to foreign nationals working in Vietnam who are required to obtain a work permit.

• DL – Issued to foreign nationals entering Vietnam for tourism purposes.

• TT – Issued to foreign nationals who are spouses or children under 18 years of age of foreigners holding visas bearing the symbols LV1, LV2, LS, ĐT1, ĐT2, ĐT3, NN1, NN2, DH, PV1, LĐ1, LĐ2, or to foreign nationals who are parents, spouses, or children of Vietnamese citizens.

• VR – Issued to foreign nationals entering Vietnam to visit relatives or for other purposes.

• SQ – Issued in cases specified in Clause 3 Article 17 of the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam 2014.

• EV – Electronic Visa (E-visa).

• UĐ1 – Issued to foreign nationals who are high-quality human resources in the digital technology industry, and other cases entitled to incentives in accordance with laws, resolutions of the National Assembly, and resolutions of the Standing Committee of the National Assembly.

• UĐ2 – Issued to foreign nationals who are the spouse or children under 18 years of age of foreigners granted a UĐ1 visa.

Effectiveness

The Law Amending and Supplementing a Number of Articles of 10 Laws Related to Security and Order 2025 shall take effect from July 1, 2026, except for Point a Clause 20 Article 7, which shall take effect from January 1, 2026.
